Twenty-nine rural and urban districts in ten provinces will be used as the sites of this intervention. The provinces are Kabul, Bamiyan, Daikundi, Balkh, Kunduz, Nangarhar, Khost, Kandahar, Nimruz, and Herat. The selection of these provinces is based on the existence of an active civil society, strong social and tribal networks, and/or donor focus.
